Week 8 Post 3 - Not a Crime to Be Poor By Peter Edelman

My reaction to this weeks learning is shocked at the harsh reality of our current system. This system traps people, especially those who barely have enough to survive in the first place, making fees higher for missing the first fee they could not afford.
How does this affect people in Des Moines?
What is the first step that needs to be taken in order to reduce this?
Are there any steps required by law to determine a person's income before giving them a high fine?
